Every agent-to-agent call carries an HMAC-signed identity proof — and each receiving agent decides, at dispatch time, whether the caller has the right department, team, role, or origin to run a given tool. The platform doesn't mediate trust; it just routes signed envelopes.

An org admin defines an identity schema. An agent locks itself to HR callers only. A delegation completes across two networks — without the platform ever touching a shared secret.

Each agent declares who can call it — by department, team, role, or origin user — and enforces the policy at dispatch time, before the tool ever runs. The platform doesn't decide; the agent does.

Cross-network agent registration via short-lived tokens. Bilateral secrets derived locally via ECDH; every hop signed with HMAC-SHA256, verified at the receiver. Nothing sensitive traverses the platform.
